SAILING INSTRUCTIONS
1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2 The rules of the C420, CFJ, Laser, and Optimist classes will apply except the RRS 60.1 (a) is changed to prohibit a boat from protesting another boat for an alleged breach of a class rule requiring class membership or imposing a weight limit.
1.3 RRS 40.1 is deleted and replaced with "competitors shall wear life jackets while racing and the whole time while on the water" . Note the Y flag will not be displayed. Wet suits or dry suits are strongly suggested while racing.
3 ENTRIES
3.1 the regatta is open to all boats that are included in the BAYS series, C420,CFJ, laser, laser radial, laser 4.7
4 NOTICES TO COMPETITORS
4.1 Notices to competitors will be posted on the official notice board located in the RYC Regatta Room located to the left of the Race Office.
2 CHANGES IN THE SAILING INSTRUCTIONS
2.1 Any change to the sailing instructions will be posted by 9:00 am each morning.
5 SIGNALS MADE ASHORE
5.1 Signals made ashore will be displayed from the flagpole located on the upper deck of the Yacht Club. When AP flag is displayed ashore. "1 minute" is replaced with "not less than 30 minutes" in race signal AP
6 SCHEDULE

8 RACING AREA
8.1 The C420, CFJ, Laser fleets will be racing either in Southampton shoal or Kellers Cove.
8.2 The Opti's will be either racing in the Richmond Channel or Kellers Cove. Fleet assignments and locations may change depending on current and wind conditions.
8.3 Decision on area of the course will be made at the skippers meeting
9 COURSE[S]
9.1 Diagrams in Attachment A show the courses for all fleets
9.2 Courses will be displayed by number on a white board off the side of the committee boat
10 MARKS
10.2 Southampton Shoal course will have marks 1,2 & 3 as inflatable buoys
10.2 Opti course will have marks 1,2 & 3 as small orange balls
11 START
11.1 The start sequence will be in accordance with "Appendix Q - Sound Signal Starting System" (3 minute sequence).
11.2 On the Southampton Shoal course the starting line will be between an Orange Flag on the Committee Boat and a staff with a red bucket.
11.3 On the Opti course the starting line will be between an Orange Flag on the committee boat and a red buoy.
11.4 Yachts shall not cross the Starting Line (restricted) except when: a) preparing to start ,b) starting, c) finishing, d)starting the second lap of a twice-around course, or e) after finishing.
12 RECALLS
12.1. Individual Recall:
the individual boat’s sail number(s) will be hailed, with one long sound signal. An “X” flag may be displayed. Neither failure of the race committee to communicate the sail numbers of recalled boats in a timely manner, nor failure of a recalled boat to receive or hear transmitted information, will be grounds for redress.
13 GENERAL RECALLS
13.1 After a General Recall, the Round the Ends provision of RRS 30.1 will automatically apply without display of the I flag.

14 CHANGING THE POSITION OF A MARK:
14.1 The position of a mark may be changed at any time without notice, except that it shall not be changed when there is a boat on the leg to pass or round it. Are you going to signal course changes, per the rules? What you say isn’t clear.
15 FINISH
16 TIME LIMIT
16.1 The time limit for each race will be 30 min. A boat finishing more than 15 minutes after the first boat finishes will be scored DNF. Green fleet opti times/scores will be at the discretion of the RC.
17 PROTESTS
17.5 A Yacht intending to file a protest shall notify the race committee of this intent immediately upon finishing and shall notify the race committee which yacht(s) she is protesting.
17.1 Protest forms are available just outside the race office. Protests shall be delivered there within the protest time limit.
17.2 The protest time limit is 30 minutes after the race committee for that fleet arrives back at the dock. The beginning of protest time will be posted.
17.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room located in the RYC library.
18 SCORING
18.1(a) When over 6 races have been completed, a boat's series score will be the total of her race scores excluding her worst score.
18.2 Results of this regatta will count toward the 2010 BAYS series using high point scoring methodology.
19 SAFETY REGULATIONS
19.1 A boat that retires from a race or decides to leave the race area before the last race has been completed shall notify the race committee as soon as possible. If it is not reasonably possible to notify the race committee, a retiring oat shall notify the nearest support boat, who shall inform the race committee of their intent to retire.
20 COACHING AND SUPPORT BOATS
20.1 After the warning signal for a given race, coaching will not be permitted on either course until a competitor has finished that race. Exception to that rule is the Opti Green Fleet. To avoid any interference with boats still racing, competitors shall be required to sail to an area at least 75 feet to starboard of the start/finish line to meet with coach/support boat.
21 PRIZES
21.1 Prizes will be awarded to the skippers and crews of the top three finishers in the C420, CFJ, Laser, Radial, 4.7, Opti fleets. All Green fleet competitors will receive a participation trophy.
22 OFFICIAL NOTICE FOR ALL REGATTA PARTICIPANTS
No contestant shall use, either on or off the water, alcoholic beverages (beer, wine and distilled spirits), or use any controlled substance (marijuana, cocaine, etc.) the possession of which is unlawful. Infringement of these regulations and/or other off-water discipline expectations occurring from the time competitors arrive at the Richmond Yacht Club at any time from June 25 until departure on June 27, 2010 will be the basis for disciplinary action. Discipline problems and regulation of this enforcement will be handled promptly by the Richmond Yacht Club by a group to be composed of three adult members, one from the Richmond Yacht Club, and two others from participating yacht clubs. The Discipline Hearing Board shall, at a time and method selected by them, meet to hear said problems. Their decision to impose scoring penalties or other sanctions as they alone deem appropriate, including summary removal from the entire regatta, shall be final. No appeal will be permitted See RRS 2, 5, and 69.
